I believe this was taken behind the original Greg Noll Surf Shop in Gulf Breeze, which later became Innerlight Surf Shop.  
The shop was started in a tiny building that appeared to have been the registration office of an abandoned group of cottages situated in Gulf Breeze just before the turnoff to Pensacola Beach. When Harbortown was built, the cottages were torn down. The rent in those early years was $50 a month. 😳
